Recommendation 15 is the usual classroom name for the virtual-asset standard: a country is asked to assess risk and to license or register virtual asset service providers — VASPs — for AML purposes. A VASP in FATF-speak is a person who as a business exchanges, transfers, safekeeps, or issues virtual assets. That is a definition in a standard. It is not a license number on a wall.

Grey lists and black lists you will hear in headlines are AML mutual-evaluation stories. They are not a grade of bitcoin. They are not a reason on a teaching coin must fall, or must not. Mixing a list with a is how a press conference becomes a personality.
