The Federal Reserve, in classroom words

The Federal Reserve System is the United States’ central bank. People say “the Fed” the way they say “the weather.” The weather is not a person. The Fed is not one chair in a room, and it is not a name you paper-buy on this desk. Nominative: Federal Reserve is their mark. We do not speak for them. We will not file a comment letter for you.

Congress wrote the Federal Reserve Act, signed 23 December 1913. The System has a Board of Governors in Washington and twelve regional Reserve Banks — Boston through San Francisco, with New York as the usual desk for open-market work. Governors are nominated and confirmed. Regional banks have their own boards. That is a public org chart. It is not a conspiracy club, and it is not a classroom we run.

A central bank’s boring job is the money of a country: a policy rate among banks, a payment system, a lender of last resort in a panic, and — in the U.S. story — bank supervision for some shops. None of those jobs is “make last on Apple go up this afternoon.” Mixing them is how a press conference becomes a personality.

Human: if you cannot say what the Fed does without saying a ticker, you are still looking at a sticker. Sit with the shop until the sticker is boring. Boring is allowed. This path exists so the word is not a fog. Passing the quiz is not a license to forecast the next meeting. Look. Do not buy.
